The Safety, Health and Welfare at Work (General Application) Regulations 1993

The Safety, Health and Welfare at Work (General Application) Regulations 1993 state: Every new electrical installation and every major alteration or extension to an existing installation shall, after completion, be inspected and tested by a competent person in an approved manner, and a certificate of test shall be completed verifying that the relevant requirements of these Regulations have been complied with.

Irish WEEE Directive Legislation

Millions of fluorescent lighting tubes are sent to landfill sites each year. Under the Waste Electrical and Electronic Equipment Directive, this will change. The WEEE Directive forces commercial building operators to change their method of lamp disposal and switch to recycling. The Irish government implemented the WEEE Directive 2002/96/EC in August 2005.

From 13 August 2005, all Producers and Distributors (Retailers) of EEE must comply with the WEEE Regulations 2005. There is emphasis on product design to facilitate better recycling and disposal of products at end-of-life.

Fire Detection and Alarm Systems

An appropriate standard in respect of an electrical fire alarm system is that set down in IS3218 (1989) Section 5, which discusses user Responsibilities of B.S. 5839. Part 1: 1988 entitled "Fire Detection and Alarm Systems in Buildings" Part 1 describes the code of practice for installation and servicing and the details of inspections, maintenance and testing.

Part 6 of B.S. 5839 was revised in 2004 to advocate the use of additional smoke and heat alarms in high fire risk areas in dwelling houses in order to give higher levels of protection to the inhabitants of such dwellings.

Emergency Lighting

Emergency lighting is provided as a safety system in most modern buildings. As with other safety systems (such as fire alarms or sprinklers) it requires a high level of maintenance and testing to ensure correct operation when required. The design, installation and maintenance of emergency lighting, like other safety systems, is regulated by statute, standards and regulations. Every part of the building shall be provided with adequate means of emergency lighting to:
1. Facilitate the means of escape from the building during any interruption or the general lighting system.
2. Indicate clearly a route to a protected doorway.
3. Allow safe movement to the exits from the building.

Health & Safety Act May 2002

The Health and Safety Authority (HSA) warned that those who did not obey new construction safety rules by the May 1st deadline for new sites risk enforcement by inspectors.

The regulations, which were announced, last year impose new legal responsibilities on project supervisors in areas such as safety training, welfare and safety consultation.
